Adwords Available Funds Showing Wrong Count

I had a US $25 voucher for Google Adwords advertising and I created a new account and entered the voucher details. Now my account shows that the balance is $25 but in the available funds colum it shows $0.00 and says my pre-paid money is exhaused. What should I do? Is this a Google issue?
